Officers arrest and charge two individuals with drug trafficking after traffic stop on Regent Street

Around 7:50 p.m. on November 2, 2025, officers observed a vehicle that had been involved in a flight from police incident earlier this year. Officers in a marked cruiser followed the vehicle until it was safe to conduct a traffic stop. Officers used two marked police cruisers to block the vehicle in while in a parking lot on Regent Street.
While speaking with the driver, officers detected signs of impairment. Upon identifying the driver and passenger, it was discovered that the passenger was breaching several release conditions, and the driver was wanted on two outstanding arrest warrants by the Ontario Provincial Police and was a suspended driver. Officers also observed drug paraphernalia in plain sight inside the vehicle.
Both individuals were placed under arrest.
Upon searching the individuals, officers located over 11 grams of what is believed to be Fentanyl with an approximate street value of $1,140.
Due to the suspected impairment of the driver, a Drug Recognition Expert completed an evaluation and determined the driver was impaired by drugs.
The driver, 32-year-old, Joleen Janvier has been charged with the following offences under the Criminal Code of Canada, the Controlled Drugs and Substances Act (CDSA) and the Highway Traffic Act (HTA):
- Possession of a Schedule I Substance for the Purpose of Trafficking
- Operation While Impaired
- Operation While Prohibited
- Personation with Intent to Avoid Arrest, Prosecution or Obstruct Justice
- Driving While Under Suspension
- Failure to Comply with Probation Order
- Failure to Comply with Release Order
The passenger, 30-year-old, David Contin has been charged with the following offences;
- Possession of a Schedule I Substance for the Purpose of Trafficking
- Obstruct Peace Officer
- Failure to Comply with Release Order
Both individuals were held in custody overnight and will attend Bail Court today, November 3, 2025, to answer to the charges.
