Shoplifting continues to have a significant impact on local businesses and community safety. Beyond the immediate financial losses, these crimes increase costs for consumers, strain resources for business owners, and create an environment that undermines trust and security. We remain committed to addressing these offenses through reactive calls for service by Patrol Operations and proactive patrols by our Community Response Unit (CRU). Recently, officers have made several arrests related to shoplifting, connecting individuals to a significant number of theft-related incidents.
On October 16, 2025, members of Patrol Operations located two individuals in the area of Cambrian Heights Drive who were breaching judicial release conditions. The two individuals were taken into custody without incident. While in custody, officers determined that the two individuals were responsible for at least 20 shoplifting incidents on Notre Dame Avenue over the last three weeks.
As a result, 29-year-old, Dieter Dominic and 34-year-old, Monique Thomas have been charged with Theft Under $5,000 for each incident.
Both individuals attended Bail Court on October 17, 2025, and were remanded into custody.
On October 18, 2025, members of the CRU were conducting bike patrol on Cedar Street when officers located an individual wanted for numerous shoplifting incidents. The individual is believed to have stolen over $18,000 worth of merchandise from a store on Kingsway between April and September 2025. The individual was taken into custody without incident.
As a result. 40-year-old, Amanda St. Amour has been charged with Theft Over $5,000. Amanda St. Amour was also wanted on an outstanding Bench Warrant issued on September 24, 2025, for Theft Under $5,000 and Possession of Property Obtained by Crime.
Amanda St. Amour attended Bail Court on October 18, 2025, and was remanded into custody.
