Shortly after 9:05 a.m. on July 8, 2025, officers were dispatched to the area of Notre Dame Avenue at King Street in relation to a suspicious vehicle and persons. The complainant stated that there were a group of individuals in the laneway, who were believed to be selling drugs and armed with a firearm. Officers were provided with a description of the vehicle and individuals believed to be involved.
Officers arrived in the area and located the vehicle matching the description. When the driver and occupants saw the marked police cruiser, the driver immediately drove out of the parking lot. Officers conducted a traffic stop on Notre Dame Avenue where it was confirmed that the individuals inside the vehicle matched the descriptions of those believed to be selling drugs and armed with a gun.
Due to the reasonable belief that a firearm was inside the vehicle and to ensure officer and public safety, the four individuals were placed under investigative detention. Upon searching the occupants, officers located a large quantity of illicit drugs and cash. As a result, the individuals were placed under arrest.
Subsequently, officers searched the vehicle incident to arrest and located additional cash, drugs, a firearm and a conductive energy weapon (CEW). The estimated value of the drugs seized is $42,450 and $8,000 in cash.
Based on the investigation, 32-year-old, Tianna Milligan, 33-year-old, Jordan Sheppard, 36-year-old, Paul Belanger and 43-year-old, Terrance Rocks have been charged with the following offences under the Criminal Code of Canada and the Controlled Drugs and Substances Act (CDSA):
- Obstruct peace officer (Paul Belanger)
- Possession of a firearm or ammunition contrary to prohibition order (Jordan Sheppard, Paul Belanger, Terrance Rocks)
- Fail to comply with probation order (Jordan Sheppard)
- Unauthorized possession of a firearm
- Possession of a prohibited or restricted firearm with ammunition
- Possession of a firearm knowing serial number has been tampered with
- Possession of a prohibited device or ammunition for a dangerous purpose
- Possession of property obtained by crime over $5,000
- Possession of a schedule I substance for the purpose of trafficking x3
All four individuals were held in custody overnight to attend Bail Court today, July 9, 2025, to answer to the charges.
